What changes when WebP becomes GIF

GIF is limited to 256 colours, so a photographic WebP will come out visibly posterised or dithered. Transparency becomes one bit: a pixel is either fully opaque or fully clear, and any soft edge the WebP had will turn jagged. Only the first frame of an animated WebP is converted, so what you get is a still GIF.

My animated WebP became a single frame.

Yes — the decoder here reads the first frame only. Converting an animation between formats is a different job from converting an image, and this tool does the latter.

Why does the GIF look grainy?

The 256-colour limit. Smooth gradients have to be approximated by scattering the available colours around, which reads as noise. There is no setting that fixes it; it is what the format is.

Do my files get uploaded anywhere?

No. Everything happens in this tab. Your files are never sent to a server, which is why this still works if you disconnect from the network after the page has loaded.
